Academic Requirements for Two-Year College Transfer
Bylaw 13.1.1.3
Grants a student-athlete permission to speak to another institution about the possibility of transferring to that institution. If permission to speak is denied by an institution, then the student-athlete may not receive aid during the first year in academic residence at the institution to which he/she transferred.
Permission to Speak (13.1.1.3):
- A student-athlete would like to pursue the possibility to transfer.
- The head coach must notify the sport oversight and Compliance Office.
- A permission to speak to other institutions is granted (no blanket release).
- If there are restrictions on the "permission to speak" then the coach needs to put this in writing to the student-athlete and proper athletic personnel.
- A student-athlete has the right to appeal the restrictions and must notify the Athletic Department in writing to set the appeal.
- The Faculty Athletic Representative will oversee the appeal hearing to resolve the situation.
- If there are no restrictions, then the student-athlete is free to research any transfer possibilities.
Grants a "one time exception" to all sports other than football and basketball. By granting this exception a student-athlete is eligible for competition immediately at the institution he or she decides to attend.
Permission to Transfer (14.5.1):
- A student-athlete decides to transfer, they must notify the head coach (no blanket releases).
- The head coach must notify the sport oversight and Compliance Office.
- If there are restrictions on the transfer, then the coach needs to put this in writing to the student-athlete and proper athletic personnel.
- A student-athlete has the right to appeal the restrictions and must notify the Athletic Department in writing to set the appeal.
- The Faculty Athletic Representative will oversee the appeal hearing to resolve the situation.
- If there are no restrictions, then the student-athlete will be granted a transfer release.
- Once a transfer release is granted, the Compliance Office will prepare the proper documentation, in accordance with university, A-10 Conference, and NCAA Bylaws. There are four scenarios that are possible when combining these Bylaws. You may grant or deny each bylaw independently of the other. Below is a quick reference chart.
| Eligible for Aid | Eligible for Competition | |
| Grants 13.1.1.3 Grants 14.5.1 | X | X |
| Denies 13.1.1.3 Grants 14.5.1 | X | |
| Grants 13.1.1.3 Denies 14.5.1 | X | |
| Denies 13.1.1.3 Denies 14.5.1 |
If you are denied any of these, then you should remember that the student-athlete has a right to an appeal.
