Background Information: James H. Woodward, chancellor of The University of North Carolina at Charlotte, announced in February, 2004, that UNC Charlotte would begin a campus-wide effort to study its athletics program as part of the NCAA Division I athletics certification program. The 12-month study was intended to address academic integrity, governance and rules compliance, commitment to equity, student-athlete welfare and sportsmanship.

The committee is comprised of John F. Bender, chair of the NCAA Athletic Certification Self-Study Steering Committee; Chancellor Woodward; UNC Charlotte faculty and staff representatives; and Charlotte 49er athletic department personnel. A member of the NCAA membership services staff met with the committee and its subcommittees early in the process.

The certification program, which opens up athletics to the university community and to the public, is designed to help ensure integrity in UNC Charlotte's athletics operations. By increasing campus-wide awareness and knowledge of the athletics program, UNC Charlotte can confirm its strengths and address areas of concern.

The committee looked at program standards, or operating principles, adopted by the NCAA that constitute a "measuring stick" by which all NCAA Division I members are evaluated. UNC Charlotte also examined how its athletic program activities relate to the mission and purpose of the institution.
